Under Ministerial Resolution No. 136/2026, issued by the UAE Ministry of Economy and Tourism, all commercial venues that play music — restaurants, cafes, hotels, malls, gyms — must hold a valid license. Two government-authorized bodies collect fees: the Emirates Music Rights Association and Music Nation. Enforcement begins December 2026.
Playing music without licenses from UCMR-ADA, CREDIDAM and UPFR simultaneously can result in fines of 3,000–30,000 RON per infraction under Legea nr. 8/1996. Each society enforces independently, so missing one is a separate legal exposure.
